On November 14, 2017, the website www.wenming.cn published the Fifth List of National Civilized Cities, along with the list of past edition's National Civilized Cities that have been reevaluated and confirmed to have maintained the honor this time. There are 89 cities on the Fifth List, of which 83 cities on the last version of the National Civilized Cities, including Chengdu, have been reevaluated and confirmed to have maintained the honor this year. This indicates that Chengdu, which first earned its National Civilized City accolade in 2009, has been granted the title of National Civilized City for four consecutive times.
Since August 2017, the Central Civilization Affairs Office has organized assessment and selection of the Fifth List of National Civilized Cities using stringent standards, in accordance with the 2017 version of the National Civilized Cities Examination and Evaluation System issued by the Central Commission for Guiding Cultural and Ethical Progress, and based on selection procedures such as application by cities, selection and recommendation from provinces, evaluation by central government's ministries and commissions, general evaluation by the organization, soliciting opinions from citizens, comprehensive scorecard, media announcement and other methods. Employing three measures including unannounced visits and on-site investigations, door-to-door surveys and online materials examination and evaluation, the 166 applied cities were assessed. Full references were made to the 2015, 2016 and 2017 scores and rankings, approval was requested from leaders in the Central Commission for Guiding Cultural and Ethical Progress, and then the Fifth List of National Civilized Cities was published.
